salut a tous,
je suis Ryma , de la Tunisie, j'aime bien acheter des vetements ou des accessoires en lignes, sur le net, mais le probleme, c'est que, chez nous, on a pas le droit de faire sortir de devise hors frontieres, donc je ne peux pas acheter en lignes :( :(
alors je voulais vous demader , si je peux ouvrir un compte paypla, lors de mon voyage a Hong Kong, et l'charger, puis quand je rentre en tunisie, je peux l'utiliser pour acheter en ligne et recevoir mes achats, par livraison??? et si je peux, comment ouvrir un compte paypal a Hong Kong pour un etranger, et comment le verifier?
j'ai besoin de votre aide, et merci d'avance

Pour ma propre expérience, j'ai ouvert un compte paypal en chine avec ma carte visa française (paypal.com et non pas le .fr, car apparemment les ip hors France bloque le compte).
Le mieux en fait serais que tu appelles directement paypal et voir sa avec eux , la je ne sais pas comment sa va se passer le jour ou tu va te connectais depuis la Tunisie pour te servir du compte crée lui a HK.......
Désoler si je ne peux pas te donner de plus ample information

PS: sur cette page, on peux voir que tu peux crée un compte si tu habites en Tunisie, mais tu pourras seulement envoyer de l'argent

En effet en tunisie, on peut pas faire une carte bancaire, qui nous permet d'acheter en ligne, il faut que la banque centrale etudie votre demande, et l'accepte, seulement dans le cas ou tu possede un business, ou bien une societé, d'ou personne ne peut l'faire, apart les hommes d'affaires, et ceux qui ont des trés bonne connaissance...... j'ai bien fat des recherches , mais encore rien!! on peut recevoir de l'argent, mais pas l'envoye a l'etranger, c'est trés compliqué en Tunisie!!!!!! peux tu m'dire comment esk j'peux contacter paypal? merci de nouveau
 
Le seul contact téléphonique que j'ai pu trouver , il est en 0800 pour ceux qui n'ont pas de compte depuis la France ( je pence que si tu as ouvert un compte, en t'y connectant, va sur contact , tu pourras sans doute trouver un numéro local a appeler ) ou bien, en allant simplement sur paypal.com depuis le pays ou tu résides, tu y trouveras un numéro qui fonctionnera dans la rubrique CONTACT US (pour le .com)ou leur envoyer un email, ils sont réactifs :

Service clientèle (france)
Service clientèle de PayPal :0800 942 890

de 9h00 à 18h30 du lundi au samedi pour toutes les demandes
de 9h00 à 18h30 le dimanche, pour toutes les demandes à l'exception des restrictions de comptes


En espèrent avoir pu t'aider.

actually in Tunisia, the problem isn't with paypal, the problem is with the government, we can't have a certificate to send money outside the country, unless we have the permission and a certificate, and this is only if you are a business-man or you have really good connections, so not like the other countries, i can't shop online from outside the country in Tunisia, because i can't get my paypal account verified from th central bank
and this is why i asked a solution for my question, if i open a paypal account from anyh other country, or let any of my family member leaving in foreign coutry, open an account for me and get me the code, will i be able to use it in Tunisia without issues???

it's easy to open paypal account even if u're in tunisia or in country who don't have credit card , if you still interessted send me email , and I'll explain u ,
