Five killed in Army firing as violence spreads in Haryana ,

At least five persons were shot dead on Saturday as the armed forces opened fire on agitating protesters in various parts of Haryana. The deceased include four in Jhajjar and one in Kaithal. The Central Government is providing a chopper to Haryana for monitoring the measures to control the agitation and also spray tear gas to disperse mobs, especially at blockades.

Disclosing the figures, the state government said, “Haryana Government today sought additional companies of Central Reserve Police Force and more columns of Army to be deployed in Haryana by tomorrow morning to control the ongoing agitation in the State.”

The requisition for additional force was made by Crisis Management Group of Haryana comprising Chief Secretary, Additional Chief Secretary, Home and Director General of Police who held a meeting with Union Cabinet Secretary, Chief of Army Staff, Chief of Air Force and Director IB through video conference from here today.

“154 First Information Reports have been registered and rowdy persons are being identified and stern action would be taken against them. Today, four persons lost their lives in district Jhajjar when Armed Forces opened fire to quell arson and firing and one in district Kaithal. Today five persons were injured in district Rohtak. Apart from this, 10 persons including some police personnel were injured in district Jhajjar”, a state government spokesperson said.

“Army and Police personnel have been deployed in adequate number in Rohtak to control the situation. As many as 15 companies of India Reserve Battalion and Haryana Armed Police, three companies of paramilitary forces and two columns of Army have already been deployed”, the spokesperson added.

Il semble donc que, il y a 2 jours, la réaction du journal le Monde était le critère essentiel pour juger ou non d'un complot pro-Inde et anti-Chine...mais, maintenant que cette réaction du Monde arrive (claire, énergique et en 1ère page), d'un seul coup elle n'a plus beaucoup d'importance...

Je crois qu'on a une perception un peu déformée quand on est à l'étranger.
Là je suis en France, et j'avais vraiment oublié à quel point nos médias sont franco-centrés. Toute la France s'en bat les steaks de l'Inde et du Cachemire, et de HK et des bridés en général. Par contre, un ministre qui pète à table, c'est directement des analyses et des débats d'experts.

Cher Lafoy, merci pour ces moult lignes détaillées, mais je pense que tu méconnais quelque peu le concept "d'Editorial" pour un quotidien: l'éditorial est un article court dont le but est de mettre en évidence le sujet que le journal juge le plus crucial du moment et sur lequel il va donner son opinion. Donc, là, "Le Monde" juge que les émeutes indiennes sont un sujet majeur et pour lequel il critique fortement le régime indien. D'ailleurs j'ai l'impression que tu n'as bien lu cet éditorial, les mots sont quand même assez forts: "la démocratie indienne s’est singulièrement assombri depuis l’arrivée au pouvoir du chef du Parti du peuple indien", "dérive autoritaire d’un gouvernement nationaliste hindou décidé à faire taire toute critique"... c'est à peu près au même niveau de ce qui se dit souvent sur la Chine dans ce même journal (et je suis d'ailleurs en désaccord avec Le Monde sur ce point: la démocratie indienne reste infiniment plus respectable que la dictature chinoise. La preuve: les medias indiens sont les premiers à dénoncer la répression policière du régime. Chose inimaginable dans l'empire du Milieu).
Il me semble donc que cela démonte totalement ta "théorie" comme quoi les journaux français (et "Le Monde" en particulier pour reprendre tes propres termes) subiraient une sorte d'omerta liée aux Rafales vendus à Modi.

Idem: le simple fait que des manifestations hostiles au régime peuvent avoir lieu semble indiquer, qu'à la différence de la Chine, les mouvements d'opposition existent et s'expriment sur la voie publique, choses impensables en Chine. De même, l'Inde, avec tous ses défauts, vit tout de même au rythme d'alternances politiques assez similaires à ce que nous pouvons vivre en occident (le BJP ayant, il me semble, peu de choses en commun avec le parti du congrès).

La dernière fois que j'ai entendu ce genre de faits, je crois que c'était à Pékin en 85... mais n'étant pas fan d'infos déprimantes, j'ai pu rater quelques épisodes, voire des saisons entières. En tout cas, il n'avait pas fallu longtemps, en France, pour être submergé par les unes, les télés, les radios, les posters et cartes postales (seul face au char !) et mêmes les conversations de bistrots qui relataient l'ÉVÉNEMENT !

Certes, mais en terme de « respectabilité », pour reprendre ton mot, la démocratie indienne est un peu à l'inverse de ça. Certes il y a alternance au pouvoir, mais sur tout le reste il y a énormément à redire. Y compris le droit de manifester ou la liberté de la presse.
Alors que ça reste plus « respectable » que le régime chinois, je veux bien. Mais « infiniment », non, faut pas pousser.

Indian authorities issued shoot-on-sight orders and deployed thousands of troops in a northern state neighbouring New Delhi Saturday, after escalating caste protests left five people dead, officials and reports said.

Television images showed mobs wielding sticks rampaging through the streets in Haryana state, setting fire to a local government minister’s house and railway stations, damaging train tracks and blocking two key highways.
A week-long protest by members of the state’s dominant Jat caste, who are demanding quotas for government jobs and in education, turned violent Friday as police fired on protesters.
India sets aside a proportion of jobs and educational places to people from so-called lower and backward castes – measures intended to bring victims of the worst discrimination into the mainstream.
The Jats, a comparatively affluent group, want the same special allowances to put them on an equal footing with lower castes.
Smaller protests broke out in neighbouring Uttar Pradesh state, which also borders Delhi, late Saturday, as hundreds of Jat demonstrators blocked a main highway.
Several media reports quoted unnamed police sources as saying five people had died in the violence, but repeated calls to police officials went unanswered.
Earlier in the day Haryana police chief Yash Pal Singal told reporters that one person had been confirmed dead.
Haryana chief minister Manohar Lal Khattar appealed for calm Saturday and urged people not to damage public property.
“I appeal to the people especially the youth to stop the protests. Nothing will be gained by destroying property,” Khattar said in a televised interview.
With protests spreading across the state, more than 5,000 army and paramilitary troops patrolled the streets to impose a round-the-clock curfew in eight districts.
The army was forced to use helicopters to reach parts of the state after protesters blocked two highways connecting four northern states with the capital.
In Rohtak district, the centre of the protests, a mob defied the security clampdown and set fire to a police station, a petrol pump, a community hall and shops, police said.
“It was a 3,000-Str0ng mob with axes, iron rods and sticks. We had to run for safety,” Rajender Singh, a local police official said.
Protesters attacked ruling Bharatiya Janata Party (BJP) lawmaker Raj Kumar Saini’s house in Haryana over comments he made opposing quotas for Jats.
The Saini caste, to which the lawmaker belongs, is currently given quotas which would be diluted if the privileges were expanded to other groups.
Mobile internet and SMS services have been shut down in riot-hit areas to halt the flow of information.
Protesters damaged railway tracks and started fires at three railway stations leading 600 trains to be cancelled since Friday, Indian Railways spokesman Neeraj Sharma said.
But Jat leaders threatened to continue their protests after talks with Haryana’s right-wing Bharatiya Janata Party (BJP) state government remained inconclusive.
“The protest will only end when government accepts our demands. We won’t get carried away by false assurances now,” said Yashapal Malik, the president of a national Jat organisation which is leading the protest.
The Jats make up 29 per cent of Haryana’s population and are traditionally a farming community.
In March 2014, the then national ruling Congress government decided to allot quotas to the Jats nationwide.
But the Supreme Court, India’s highest court, cancelled the order saying it violated rules around quotas.
Supreme Court rules state that caste quotas cannot exceed 50 per cent of the total of, for example, university places or government jobs.
It also states that caste alone cannot be the reason to approve quotas for a community but that factors such as poverty levels must be taken into account, meaning the Jats do not qualify.
The latest protests echo caste violence that swept the western state of Gujarat in August last year, leaving several dead.
That state saw weeks of protests by the privileged Patidar or Patel caste, who demanded the same treatment afforded to lower castes.
But the policy of “reservation” causes resentment among other communities who say it freezes them out.

Les électeurs votent par communauté et on n'imagine pas une femme voter différemment de son frère et de son mari, qui eux-mêmes ne voteront pas différemment de leurs pères, qui à leur tour ne voteront pas différemment des caïds de la communauté... On voit là une inadéquation (temporaire ?) entre un système politique élaboré dans des pays d'essence européenne et chrétienne et un terreau exogène. Ceci dit, effectivement l'Inde est la plus grande démocratie de la planète (en termes de population et de superficie).

Après, au niveau de l'action politique (et j'ai bien compris que ton "respectable" ne s'y rapportait pas), le pays peine à s'attaquer aux défis majeurs qui ont déjà été listés dans le fil. Ma contribution se limitera donc à la machine à café au boulot : mes collègues féminines chinoises ha-llu-cinent à la lecture des articles sur les violences faites à leurs semblables en Inde. Un sujet pareil en dit long sur l'état d'une société (égalité hommes-femmes, accès au logement, à l'éducation, justice).
